Shunya Labeling for Net Zero and Net Positive Energy Buildings
To expand the Building Labeling Program based on energy usage, the Bureau of Energy Efficiency (BEE) is launching a labeling initiative for Net Zero Energy Buildings (NZEB) and Net Positive Energy Buildings (NPEB), known as the “Shunya” Labeling Program. The term "Shunya," meaning "zero" in Hindi, is fitting for labeling these energy-efficient buildings.
Purpose of the Program:
In alignment with India's commitment at the 2021 COP26 in Glasgow, where the Prime Minister pledged to achieve net-zero emissions by 2070, this program promotes NZEB and NPEB developments. The Shunya Program seeks to recognize building owners who contribute to this goal by awarding them with a label for their energy-efficient constructions.
Shunya Labeling Overview:
The program introduces two distinct labels: the "Shunya" Label for NZEBs and the "Shunya+" Label for NPEBs. Buildings with an Energy Performance Index (EPI) between 10 and 0 kWh/m²/year will receive the Shunya Label. Those with an EPI of less than 0 kWh/m²/year, meaning they generate more energy than they consume, will be awarded the Shunya+ Label. This initiative encourages building owners and developers to enhance energy efficiency and aim for net-zero or net-positive energy outcomes.

- Star Rating for Buildings
Commercial Buildings
- The Ministry of Power in India launched the Star Rating Program for commercial buildings in 2009. This program assesses a building’s energy consumption per square meter (kWh/sqm/year) and assigns a rating on a scale of 1 to 5, with 5-star buildings being the most energy-efficient.
- Scope of the Program:
The program currently covers four types of buildings: office buildings, business process outsourcing (BPO) centers, hospitals, and shopping malls. Only buildings with connected loads of 100kW or more are eligible for the BEE Star Rating. In January 2022, the Bureau of Energy Efficiency (BEE) revised the Energy Performance Index (EPI) criteria for office buildings and BPOs to further enhance energy efficiency standards.
- Impact and Recent Changes:
As of now, more than 250 buildings have been awarded Star Labels, including those with renewed certifications. To encourage greater participation from government-owned or managed properties, BEE has eliminated application and renewal fees for buildings belonging to the Central/State Government, public sector units (PSUs), railways, and similar entities.
