General Quality Assurance & Quality Control Protocol for Electrical Systems Execution & Substation Commissioning

📌 Stage-I: Pre-Execution & Material Approval Stage

  • Sample & Datasheet Approval: Verify that all electrical equipment (Panels, Transformers, Cables, Switchgear) have approved datasheets, test reports, and consultant approvals. Standard Specs
  • Factory Acceptance Test (FAT): Review Manufacturer Test Certificates (MTC) and FAT reports for HT/LT Panels, Transformers, and VCBs prior to site delivery.
  • Approved Coordination Drawings: Ensure electrical single-line diagrams (SLD), cable tray routing, and earthing layout drawings are fully coordinated. Design Norms
  • Storage & Material Inspection: Confirm cable drums, switchgear, and transformers are stored on dry, elevated surfaces with weatherproof protection.

🏭 Stage-II: Substation & Switchgear Installation

  • Transformer Installation & Oil Test: Inspect transformer positioning, anti-vibration pads, oil level, silica gel breather, and dielectric breakdown voltage (BDV) test report. Electrical Norms
  • HT & LT Panel Alignment: Check base channel leveling, panel busbar clearances, torque tightening of busbar bolts, and IP rating seals.
  • Circuit Breakers & Protection Relays: Verify VCB / ACB rack-in/rack-out mechanism, mechanical interlocks, and protection relay trip setting calibrations. Protection Specs
  • Busduct Installation: Perform insulation resistance (Megger) test before and after busduct alignment and joint tightening.

🔌 Stage-III: Cable Laying, Trays & Internal Wiring

  • Cable Tray Support & Earthing: Verify cable tray gauge, galvanization, support spacing (max 1.5m), and continuous earth bonding strip installation. Installation Standards
  • Cable Insulation Resistance (Megger) Test: Conduct Megger test (Phase-to-Phase, Phase-to-Neutral, Phase-to-Earth) before and after cable laying.
  • Cable Glanding & Termination: Inspect double-compression brass glands, armor earthing, crimped lugs, and color-coded heat-shrinkable sleevings. Workmanship Specs
  • Conduit & Wire Pulling: Verify rigid PVC / MS conduit fixing, box positioning, circuit wire gauge separation, and color coding (R-Y-B-N-E).

⚡ Stage-IV: Earthing & Lightning Protection System

  • Earth Pit Construction: Verify maintenance-free chemical / copper-bonded pipe earth pit installation, backfill compound, and disconnect test links. Safety Standards
  • Earth Resistance Testing: Measure individual and combined earth pit resistance using a calibrated Earth Megger (ensuring value is below 1 Ohm).
  • Equipment Body & Neutral Earthing: Ensure double body earthing for all motors/panels and dedicated neutral earthing for transformers/generators.
  • Lightning Protection System: Inspect air terminal (ESE / Conventional rod) placement, roof conductor grid, down conductor routing, and dedicated earth pits.

🛠️ Stage-V: Testing, Commissioning & Handover

  • High Voltage / Hi-Pot Testing: Conduct Hi-Pot testing for HT cables and switchgear panels prior to energization. Commissioning Norms
  • Phase Sequence & Voltage Check: Verify correct phase rotation (R-Y-B) and voltage levels at main distribution boards.
  • Thermal Imaging / Thermography Scan: Perform infrared thermography scan under full load conditions to detect hot spots on busbar joints and terminations.
  • As-Built Drawings & Handover: Hand over signed T&C test sheets, calibrated meter certificates, As-Built SLDs, and O&M manuals.
